That isn't surprising.  It's fairly well known that the Command Set 
receivers still work OK at 60-65 VDC.  The BC-611 works down to about the same.  In 
all cases, of course, the audio output power is off quite a bit.  In the 
case of the BC-611, transmitter output is off about 70%.  In the case of the 
LM, the VFO's voltage regulator will be inoperative.
