[Boatanchors] Millen 90651 GDO - Fixed

The apparent problem was the Fil. switch not making contact and B+ being 
applied (when switched on) to the tube w/o any fil. voltage. This caused the 
meter to slam to the left. Gave the Fil. switch a good dose of deoxit and now 
the meter is operating as it should, including the prev. owners added sensi. adjustment.
