I'm going shopping for a "plumber's reamer" but to answer your question 
- *yes*. You can use a rat tail file and you get a decent finish. When I 
have done it with a rat tail file I scribed the circumference of the 
circle on the metal itself. That way it can never move! Ask me how I 
know about that.

Stop just short of the line. A rat tail file can be very aggressive. I 
also use a much finer cylindrical file like the ones used for sharpening 
chain saws to get a nice finish for the last few thousandths of an inch. 
Even if I get the plumber's reamer I'm going to finish with the finer 
file. A 'hole saw' might speed up the process quite a bit but use an 
undersize saw and then approach 'finish' with less aggressive tools.
