      Punches are great, I used to have a set.  I don't know 
if conical reamers come large enough for this but you might 
check the on-line hardware stores for one.  Its possible to 
enlarge the hole using a file but is tedious.   For making 
round holes of various sizes a fly cutter is useful. I think 
there is another name for these but can't remember it.  Its 
used in a drill press and has an arm with a cutter much like 
a lathe tool. These are especially useful for making large 
holes like meter holes.  I've seen them for sale recently 
but don't remember where. A google search will probably find 
them.
     I think Greenlee and Pioneer Broach  are still in 
business but the current prices on chassis punches is 
astronomical.
