   Rules and laws no matter how un-enforceable are effective.  As an 
example; police know that few if any drivers will exceed 90 mph if the 
speed limit is 70 mph, otherwise I-95 would be another autobahn.

   The bandwidth rule as traditionally written would seem to make am
modulation not allowed since 2.1 kc/s works for SSB. (whatever that is)
   I always though that part was written poorly.  It should have said;
not exceed the average (or traditional) for the modulation mode used.

   20% more drive than needed and any good amplifier is no longer good.
Distortion is under the hand of the operator's expectations of how much
power a rig should make.  (or use to make)
