[Boatanchors] Oscilloscope Recommendations

The shell requirement doesn't apply to 'scopes like the 465M that came with
a clip-on heavy gauge plastic front cover (assuming that the seller has it)
or the 2300 series that have hinged front covers. They are safe to pack
the usual way (so long as the original covers are present).
