Yep, it's a Navy RAO. Check out this article:

It's the military version of the Nationals of that era (NC-120). They are
great receivers. The sliding coil band-change assembly is an engineering
marvel and it is well worth restoring. The manual is available on BAMA or
from the usual suppliers of manual reprints.

 

I seem to remember that the military added an extra RF stage on some of
these as a radiation suppressor and should be bypassed to increase
sensitivity. When properly restored, they are wonderful band cruisers. That
one looks to be in a very good condition. If I saw it at a hamfest, I would
snap it up in a heartbeat.
