[Boatanchors] Radio Identification Help

I am trying to identify a boatanchor..

 

This is equipment from k0zbj's shack which is being cleaned out for Bob's
son by Lake Area Radio Klub as Uncle Bob will not be coming home again L

 

I called this an HRO, because there are some National markings on the
inside, but I know it is not an HRO.  The tag simply states it was accepted
in 3-43.
