[Boatanchors] What is this Mega-Meter ??

Has anyone a clue what the dual meter is in this directory:

Scale is DC; max volts 200/400.  Shock mounts on top and bottom. back twoprotrusions have to be sensing arms.  If you're familiar with Hall Field Effectprobes, then that's the general idea except maybe these are oblong windingsthat Dr. Who designed.
