[Boatanchors] Globe (WRL) V-10 VFO - Problem withvoltage regulation

Try a different OA2. you could have a bad one that doesn't regulate well
even though it lights up. 

I accidently zapped one -one time with several hundred volts direct with no
resistor. After that it lit up normally, had the voltage near what it was
suppose to be but it would not hold the regulated voltage as current changed
in the circuit. A new tube fixed it.
