Simple, they are subject line "intruders", just like the freebanders they are describing. (snicker)

I remember hearing some years ago, just below the bottom end of 10 meters, a tape loop playing over and over with a message that the frequency was reserved for federal government use, and that "all CB operators are to vacate the frequency".  A sorry state of affairs, yes, but the freebanders still sometimes are fascinating to listen to.
