The 22 November 1972 date was also the effective date of the elimination of crystal control for the Novice Class licensee.  

I don't know why, but 22 November seemed to be a favorite date for changes in amateur regulations.  Incentive licensing was adopted effective 22 November 1967 with the implementation date of 22 November 1968.  There was supposed to be a second round of even more reduced privileges for all classes except the Amateur Extra Class on 22 November 1969.  However, the FCC rescinded the second round.

Weren't Novices also allowed to use VFOs by then?  So no crystals??  :-)
