Those trains are a regular near Amarillo, TX as are the chase vehicles. 
Some of the chase vehicles  are readily identifiable by the mutlt frequency 
HF whip and very dark windows, even the windshield, on the vehicle.  They 
regularly traverse I 40 between Amarillo and Albuquerque.
