You might want to check the manual.  The Drake TR-4 does not use a shield on the 12BY7 driver, 
although it has a tube shield type base installed.  Their take was the shield did more harm than 
good from a heat standpoint, and the shell of the socket around the base of the tube was sufficient 
shielding.
