[Boatanchors] Sola Constant Voltage Transformer

Who knows something about constant voltage transformers? I have been 
using a Sola CVS 250VA constant voltage transformer for a couple of 
weeks. Today I decided to move it to a new location. After reconnecting 
the wires I am getting 14.5VAC output not the 118VAC I was getting. The 
transformer has a dual input 95/130 or 190/230 and a single output 118V. 
I have it connected exactly the same way as it was before per the 
diagram on the transformer; input side: H1 to H3 and H2 to H4 with line 
connected to H1 & H4. There is only one way to connect output; X1 & X2. 
There is continuity, a couple of ohms, across each of the coils.

The diagram for connections at "J" correspond to what the plate on mine 
gives but the diagram for a CVS 250VA is given as "G". I do not have the 
multiple voltage connections as in "G". Also there is a capacitor in the 
secondary or mine not shown in "J". Could a capacitor failure be the 
cause of my problem?
