To get rid of any protusions or deposits on the plates, I
recommend
using one of those new nail files the ladies use that are
made of glass!
They are stiff and flat and will probably fit down into the
plates and
get adjacent rotor and stator plates!
I haven't seen one of those. I have a Revlon file which
is metal and appears to have diamond dust or something
similar on it. Not the usual metal nail file that looks like
a small regular file. This one does very smooth work and
doesn't seem to wear out. I think this capacitor can be
saved and used.
BTW, I'm interested in the discussions of WRL stuff
because when I was a kid I thought it was probably junk,
evidently it was not at all.
