I suggested this. Inspect the plates carefully, if there
is any roughness or spikes or whiskers polish them off with
something like thin crocus cloth. I think maybe a nail file
might work. Any surface irregularity will help start an arc
and arc overs tend to evaporate some metal that makes a
bump. I gather that the cap arcs in the same place each time
which suggests there is something mechanical there.
