Spacing is so close, Charlie, I don't think this would work.  We are dealing with a very close spaced broadcast variable.  You can barely see any if at all any air between the rotor and stator plates with this particular variable in a Globe Scout.

down side to painting the outer edges of the rotor plates with something 
like nail polish or Krylon spray? Arcing is more likely to originate at 
a rough spot, not at a flat surface. Almost any dielectric should even 
out the fields near the rough spot as well as increase the dielectric 
strength over that of air.
