Just remember if all else fails, fabricate an adapter plate and replace with a new broadcast variable readably available. There is plenty of room to do this and the adaption will work out perfect for you. properly aligned, these small air variables, new or old, won't arc in a Globe Scout. By the way, all the Globe Scout versions used the same variable capacitors for "Plate Tuning" and "Loading".

suggestions and encouraging news. I never fail to be amazed at the
collective wisdom to be found within this group.
I had always believed that Hallicrafters were the masters of the
bare-minumum when it came to component selection but this one is right up
there with the best of them as it simply could not be any smaller and still
work! The capacitor is not shorted but as several have suggested, probably
slightly out of alignment / tolerance. I think the best course of action at
the moment is to remove both caps from the rig, give them a thorough
cleaning and check the alignment of the rotor section on the plate
capacitor. Once the thing has arced-over, it certainly makes it easier to
continue to arc in the same place since the carbon track has been
established. I will also do as Lee suggested and swap positions with the
'unstressed' cap taking over the plate tuning duties.
