No, they are not the same.  They use the same castings (as do several other 
loudspeakers from LS-7-A to LS-590/U) and at any given period (year) the 
same loudspeaker).  But besides the different connectors the LS-166/U has a 
switch on the side labeled PACK-VEHICLE that decreases the volume when in the 
PACK position for use with AN/PRC-16 et al.  

LS-454 is Vietnam War vintage and was used with AN/VRC-12 family sets, 
including vehicular versions of AN/PRC-25 and -77.
