[Boatanchors] BC-312 etc panel lock replacement

The radio part of the BC-312 is secured to the outer case by 5
locking devices (I don't know what else to call these).

Each locking device consists of a short 3/8" shaft that passes
through the front panel. A 'boot' that engages with a flange on the
case is attached somehow to the rear end of the shaft. A knurled
knob on the front side of the panel connects somehow to the
shaft. Turned CW, it tightens up on the boot and locks it in place.
Turned CCW, it frees up the bolt and then allows it to be
rotated to disengage it from the flange.

Needless to say, my replacement front panel is missing a
couple of these devices while the old front panel has a full
complement.

How can I remove and replace the locking whatsits? The boot
doesn't look as if it will remove from the shaft without drilling out
what appears to be a soft metal retaining pin.
