I see two pair of banana jacks one pair on the bottom left and one pair on the bottom right. And two knobs in the middle. I vote for an audio power meter or possibly audio attenuator or something?

My "test equipment" memory tells me this is a vintage HP VTVM, yes I have seen early HP stuff in wooden cases.
