(actually Hiram Maxim under the guise of The Old Man) in response to poor or bad operating practices back in the late teens and early 20's. Bad operators were threatened with an application of the Wouff Hong. There was also something called a Rettysnitch that could be applied for even worse infractions, also reported in QST by T.O.M., but my memory doesn't quite recall the details around it. I saw a picture of it in QST once and it was a terrible looking object, round, metal, crooked, with a handle at the bottom, even scarier looking than the Wouff Hong.

A certificate was also issued. I had an OT friend back in the 60's that had a Wouff Hong and certificate that he got at an ARRL convention.

The Royal Order of the Wouff Hong ceremonies are still going on at ARRL
conventions but usually (always?) not at midnight now. I planned to go
to one in Columbus, Ohio last year but couldn't make it. They go back to
the 1920s when "secret societies" were a really big thing.
