From what I remember, the Wouff Hong was created by The Old Man himself, Hiram Percy Maxim, and written up in QST articles by T.O.M. (actually Hiram Maxim under the guise of The Old Man) in response to poor or bad operating practices back in the late teens and early 20's. Bad operators were threatened with an application of the Wouff Hong. There was also something called a Rettysnitch that could be applied for even worse infractions, also reported in QST by T.O.M., but my memory doesn't quite recall the details around it. I saw a picture of it in QST once and it was a terrible looking object, round, metal, crooked, with a handle at the bottom, even scarier looking than the Wouff Hong.
For a long time there was a ceremony of the Order of the Wouff Hong performed at the ARRL Conventions at midnight, amongst a lot of ceremony, where Wouff Hong's were handed out to the newly initiated. A certificate was also issued. I had an OT friend back in the 60's that had a Wouff Hong and certificate that he got at an ARRL convention.
I've seen a couple of Wouff Hongs for sale in the past 30 years, maybe two. I've love to get one now for the nostalgia.
