NO.
The diffusion rate through a semi-permeable membrane detends on the
pressure difference across the membrane.
In the atmosphere that's about 14.PSI
In a perfect vacuum chamber, the difference is between the tube inside and
the chamber, which is at most 1/1000 of a PSI.
It would take thousands to millions of years.
