John, I trust you wear a pair of safety glasses when you do this procedure.
The blades of an x-Acto can easily snap and fling a piece of the sharp metal
in your eye. Also, consider wearing a pair of gloves so you don't cut
yourself. Surely, there is a safer tool for the job.
What you are suggesting is taking a risk since the metal in these clips are
quite hard.

Get a small x-Acto blade tip under one end of the circlip and lift it away
from the shaft, then forwards so it rests on the shaft, rather than in the
grove. Then just work the circlip fully on the the shaft and slide it
towards the shaft end.
