The SEER ratings for A/C and heat pumps have increased dramatically 
since then.  I recently installed a two ton Mitsubishi mini-split unit 
for the outbuilding with the radio shack that has a peak load of 13 amps 
at 240 volts.  Using an additional heat recovery cycle, it works down 
below 0°F without electric heat strips.  It's not the only manufacturer 
to offer such efficiency.  Your contractor should have good news for you.
