You can always go higher in voltage but not necessarily lower in voltage.

I am in the process of restoring a fine looking pair of 1950-1960 Era Heathkit Radios. I have searched about the Internet on vintage restoration parts and found some useful articles to aid me on this Project. But I have a question regarding capacitor replacement. I want to replace the paper and electrolytic capacitors for obvious reasons (Excessive hum in the Power Supply). Some of the tubular paper capacitors are rated for 400 Volts. My
question is can I substitute 650 Volt rated capacitors (assuming the same capcitance)is kept, or will I run into some unforseen problem.
