Well, it depends a bit on the equipment you have available.

With a good bridge or one of those little uP RF Analyzers, you can measure
the complex inductance, and resolve it to an L and equivalent R.

Given L, and the dimensions of the core and number of turns, you can
either calculate, or go to a catalog like Fair-Rite, and make a pretty
good guess at the material.

For a core of known dimensions, if you measure the inductance for a few
turns, you can ger a pretty good idea of the material. Most cores are made
of one of a small handful of materials.

Not 100%, but pretty good.
