[Boatanchors] Moderator rules the reflector

I would be willing to bet that Duane's posting was meant for one or two 
individuals and he posted it on the reflector by mistake.  I have known him 
for quite a while and worked with him on several things and it is highly 
unlikely he intentionally posted that message.  He has forgiven a lot that 
we have put out there, I will forgive him on this one.
