[Boatanchors] relicensing NPRM

I guess we should consider ourselves still lucky.  You used to have a First Class commercial phone license in order to work on broadcasttransmitters.  And, you had to have at least a Third Class Radiotelephone License just to be an announcer.   Then the FCC did away withthose requirements and now you don't need anything to do either one of those things.  The way the FCC is going, they could end updoing away with any licensing requirement for a ham radio license ....  just like CB.
