As far as JB Weld and ceramics are concerned, see
http://www.jbweld.com/products/surface-applications/ceramic/ .
As far as JB Weld being a conductor, see http://www.jbweld.com/faqs/ about
 halfway down the page.

When I want a repair to last, I always use JB Weld and have never been
disappointed.
