[Boatanchors] Wall Warts and Switcher Power Supplies

This sounds like a PhD dissertation put into practice.  My local utility 
sees the same amount of consumption at about 5 years ago, in other words, 
not much has changed.

Save me from theoretical types and give me practical people.
