Normally, if one is NOT concerned with cost, my suggestion would be to 
obtain a SOLA constant voltage transformer.

They are indeed pricey!  However, yhat solution would provide just what 
you are looking for.

Here in Virginia, we run from 122VAC to 127VAC.

The bucking transformer methodology works just fine for the old 
boatanchors that were designed for 110VAC or 120VAC.
