Early (Ok post WWII ) automation manufacturing style.

The flat leads were ribbon wire feed from spool.

The little holes were just index pins that held the wire lead while
the carbon was bonded and the coating molded on.

It was just a process that tried to drive cost down.

Industry moved on.

Some nice history you have in hand.
