I have done well at the local Ace Hardware.  It helps to have a screw
with the right threads with you because you have to hunt a bit amongst
the bins they have, but I was able to come up with Philips head
screws, finishing washers and the nylon inserts that go under the
washers.  This was all good enough for me, but I don't get real hung
up on looks.  The nylon inserts that are molded to fit into the
finishing washers prevent "rack rash" i.e. the paint on the rack ears
getting worn off.
