[Boatanchors] "NOS" Caps: Don't Trust'em; Check'um!

Since a defective NOS cap can create as much damage as the original leaker 
the moral for 99.94% of us is to ALWAYS replace any paper cap with a modern 
one, be it film or disc ceramic.

Those who insist on using old caps belong in the remaining .06%
