The truth be known, the HP-23A is the best of the Heath power supplies because it has both 6.3 VAC and 12.6 VAC filament voltages, variable bias, fixed bias, a switch to change between 250 VDC and 300 VDC, and dual primary transformer (120 VAC / 240 VAC). The original HP-23 is second because it has both 6.3 VAC and 12.3 VAC filament voltages and both fixed bias and variable bias. However, you have to hard wire for either 250 VDC or 300 VDC.
Starting with the HP-23B through the HP-23C and PS-23, there is only fixed 12.6 VAC filament and fixed bias.

But you don't understand, no being "one of us,"
old chap.
The HP-23B... "B" model mind you, not "A"
or Heavens, certainly not the plain 23!..
It enables the Heathkit's vibrant trimellows,
enhancing the width and depth of the sound stage,
especially on 20 meters. The filgasnort of
the RF wazzaloot is far more Gilgameshed when
working DX on 15 and 10 meters, and galvanic
response drop time is bi-phasially gizzlewumped,
as anyone who's purchased this premium power
supply can tell you. Now if you just add
a cryogenically-treated power cord....
