The remote is a Motorola model T-1207 remote. There were other versions with T-120X numbers that had various functions. However, the version with all of the functions (as identified by the labels on each of the removable plastic panels) is the T-1207. The Consolette base stations like the L43GGB- series also looked exactly like the T-120X series. It might possibly be a Consolette base. However, due to the weight, cost, etc., I suspect that it is indeed a remote.
The lower unit might be a Motorola station monitor which was different from a monitor receiver. However, it looks more like either a General Electric or RCA remote from the same period. There is no logo that can be seen. The logo may be behind the large black bar.
I saw a "lot" of Motorola T-120X series remotes and Consolette base stations when I owned the Motorola reconditioned equipment center for the south-central United States.

Top unit is a Motorola remote control, Bottom unit is a communications
monitor, I believe also Motorola.
