[Boatanchors] Budelman Frequency Meter Info Needed

I have a Budelman Freq Meter used for measuring FM deviation. It is a tube type battery operated unit with four VHF FM channels. The nameplate has Type 17A4A-2. I have no manual on the item. 
Would like to know a little more about it before I decide to either power it up with some hi-priced batteries or sell it. Internet info is lacking. Anybody ever worked with this type of unit?
