I have never found the rationale for the Q code, which,
BTW, is very old. There is a complete list at:
http://www.kloth.net/radio/qcodes.php
Some of the combinations have changed meanings over the
years and many were added, for instance those for automatic
systems.
Also used in some services is a Z code. The site above
has a list at:

A very early list of Q codes can be found at
http://transition.fcc.gov/mb/audio/decdoc/radio_service_bulletins.html
I don't remember which bulletin its in and can't find it
in my archive but its there.
