I have never ever seen it used for that.
I have probably read and heard the term elmer used hundreds of times over the past 30
years but it ALWAYS was used to refer to mean a "personal mentor in amateur radio."
Always specific, always personal. The below is the very first time I have read or heard this
meaning asssigned to it. It doesn't mean Pete's statement is wrong. It just may be he's
right and I have been mis-understanding this for the decades. I never really liked the term
and thought it rather silly, but then.... this IS ham radio (grin!)
YMMV - 73.5 - Bry, AF4K
