There is another iussue.

Many systems are very, very expensive...  like satellites, space launch
vehicles, and communication systems. If failures are repairable, it is
very costly to find a bad joint.

There was a thread about HP's quality control on another list. One point
was that it is impossible to inspect in quality. It has to be built in.

Compared to the cost of a system, the cost of discarding a roll or two of
older slder is trivial.
