Mac,

Yes, both Morocco and Kuwait are 50Hz countries, but
the clock/timer is electronic and must have a crystal time
base, since it is relatively accurate.  

I am too lazy to pull the back off the stove to take a look,
so you will have to forgive me for guessing.

But I did check a spare mechanical timer for the washing
machine.  The motor is marked 240VAC but no frequency
specified.  Since this is simply a washing machine, I would
not imagine the time difference on 50 Hz vs 60 Hz would 
make much difference in how the clothes are washed.  One
possibility is the assumption the 240VAC timers are designed
for 50 Hz and if someone is on a 240VAC 60 Hz country, well,
the wash cycle is a bit short.
