The whole narrow band thing is happening her too. UHF CB has been changed
from 40ch 25khz to 80ch 12.5khz, with the extra 40 slapped in between the
original 40. The snag is that 40ch radios are permitted for the next six
years which means there will clearly be issues of 40ch users wiping out
adjacent 80ch users (probably forever, as the radios are durable and many
still in use date to the creation of UHF CB in the late seventies) and 80ch
radios sounding 'quiet' on a 40ch radio that expects higher deviation.
Enforcing the demise of 40ch radios in six years time is likely to be
impossible based on history. There was a similar issue when Australia
adopted 27mhz CB in the mid seventies - they came up with an 18ch plan, but
allowed 23ch provided they stayed off certain channels that were used
commercially (paging systems mostly). Then 40ch turned up and eventually
that got permitted as well, but the old 23 and 18ch sets are still around
and in use. I think the 18ch ones are technically unlawful now, but there
are still many about.
Frequency congestion on VHF and UHF commercial bands is only an issue in
major cities. Oz is very spread out and 90% of us live within 50 miles of
the coast, the other 2 million scattered all over, so if you go inland a
bit, there is a lot of vacant territory, physical and RF.

They do something similar here in the U.S.
The communications industry comes to the Pols in Washingtoon
and writes big re-election checks to the members of the
House (and Senate) of Prostitution. They then cook-up some
lame "technical" reason all the old radios won't work anymore
and why everyone should have to buy new ones.
The Congre-tutes then pass laws and everyone has to
turn out their pockets. Ahhhh, Democracy in action!
Happening in mobile radio here right now with "narrow banding,"
which you're about to hear some guys innocently defend,
not knowing that it's all a big "snooker" and they've been
hoodwinked again.
