Just as an aside, the FCC here has done something close to this with the
700 MHz band and the removal of all wireless PA microphones that use
it. Everybody went nuts trying to replace a bunch of equipment that
could be moved to a different freq to make it legal, because nobody read
the law. The manufacturers didn't bother to tell anybody about that as
they'd rather sell new gear.
