I just accessed the website with no problems. Ignore the "Certificate Error" warning and proceed on. You can only access "public release mauals" which is exactly how the website has been for all the years I've used it.
 
Now to the big disappointment. Most of the old stuff was "purged" several years ago. I was lucky enough to have been warned of the upcoming "purge" by a very nice lady working there and did an extensive download for myself.

That's pretty much the way it has gone.

Even having a military email acct. does NOT help.
