Checking the USPS DMM for section 4.2 "Enclosures in Books,"
you could probably use a little parallax and fine-tune the enclosure
section to cover the use of the web address of the CD manufacturer.

I think what the USPS is trying to get away from is the use of Media
Mail rates as a way of sending current advertising content at the
Media mail rates.
