[Boatanchors] QST article

I am trying to find the month/year of a QST article that featured an antenna 
tuner that used two variable inductors that were driven by a single turns 
counter.  There was a variable capacitor that was used to tune out 
reactance.  The output of the tuner went to an open wire feedline.

I have such a tuner and would like to obtain the documentation.  The article 
must have appeared at least 10 years ago.
