[Boatanchors] [Milsurplus] Big choke looking for a home

Hi John and others puzzeled by this,

Seems strange to me as well but that is what it says on the data printed on the 
top plate?!?  Perhaps they forgot the "mili"?  Or perhaps you need to mount it 
outside the plane and the cool air at 10,000 Ft' keeps it from going poof, zap, 
sizzle?
